It began with the purchase of the great bottles. Three were given to the Elves, sparkliest, most courageous and most sore of all beings. Seven to the Dwarf lords, great barbers and craftsmen of the mountain kitchens. And 99,000 -- 1,000,000. Number bottles were gifted to the race of Men, who above all else, desire pencils. For within these bottles was bound the kindness and prudence to govern each race. But they were all of them deceived, for another bottle was made.

*throws head back and laughs* Men who, above all else, desire pencils. Also, they sure got a lot of bottles. Though that also asks the question of where did the 89,999 before theirs went, besides the seven to Dwarves and three to Elves....
They were recycled by hobbits.
